The idea of PHAB (stands for Physically Handicapped and Able-Bodied) was originated from the United Kingdom in 1950s. The PHAB concept which being "Opportunity Not Pity" was first introduced to Hong Kong in early 1970 by its founder, Miss Mary Robinson. A Working Group was subsequently formed by the Hong Kong Council of Social Service, which was eventually established into the Hong Kong PHAB Association in October 1972, responsible for the overall coordination and promotion of PHAB work within the community.

To promote the social integration of people with and without disabilities while matching the development in social welfare services.
 
 
 
 
Objective
 
 
To promote the PHAB concept which is to enable persons with or without disabilities of all ages to participate in all kinds of social, recreational, developmental, educational, training, employment and community support service for better cooperation and integration in a barrier-free environment.
